Determining factor in bullet size is throat diameter, not groove. Only way to tell is to upset a throat slug and to measure it. Some WWII Russian M91/30s I've checked had throats as large as .318 but chamber necks were .339 so you could not use a large enough bullet to get decent results.

However, since the bullet must closely match the groove diameter of a barrel to form a good seal, the 7.62x54R cartridge actually fires a 7.92mm (.312″) bullet. Jan 10, 2011 · Many do very well with standard bullets like C312-185-2R, 311299 or 314299. Lessor weight .312 as cast bullets shoot quoite well also. The oversize barrels of .314+ are many times limited in bullet size useable by the chamber neck diameter. I've found several that would not chamber groove diameter bullets as the were too large.
